This bill substantially restructures Ohio's public school governance and funding framework by removing obsolete or consolidated provisions while establishing new oversight mechanisms. The changes eliminate multiple categorical funding definitions (special education categories two through six, career-technical education categories, English learner categories, and various scholarship units), suggesting a shift away from categorical funding toward a simplified approach. Simultaneously, the bill introduces new operational controls including state approval requirements for large school district bond issuances exceeding 4% of tax valuation, enhanced reporting obligations for district treasurers on student attendance and tuition, and stricter eligibility criteria for community school sponsors seeking to expand operations. The legislation also removes legacy provisions governing charter issuance and revocation while adding student-focused protections such as expanded open enrollment rights for students under 22, compliance requirements with federal homeless education law, and creation of a state seal of biliteracy program. The extensive removal of funding category definitions paired with new fiscal oversight requirements indicates a significant modernization of school finance administration.
