Sec. 5. The office of the secretary shall allocate two hundred (200) CCDF program vouchers to be used for a child placed with a licensed foster parent. However, if any CCDF program vouchers remain unused after a period of ninety (90) days, the office of the secretary may allocate those vouchers to other applicants.
