Sec. 196.5. (a) "Scrap metal processor", for purposes of this chapter, means a private, commercial, or governmental enterprise: (1) that has facilities for processing iron, steel, or nonferrous scrap; and (2) whose principal product is scrap iron, scrap steel, or nonferrous scrap for sale for remelting purposes. (b) The term does not include a steel mill.
