Sec. 5. (a) Any person may present written proposals for the adoption, amendment, or repeal of a rule by the board. A proposal presented under this section must: (1) be supported by a statement of reasons; (2) be accompanied by a petition signed by at least two hundred (200) persons who reside in Indiana; and (3) include suggested text for the rule. (b) If a majority of the voting members of the board finds that the proposal is meritorious and authorized under this title, the board may give notice and hold a hearing on the proposal.
