Sec. 5. (a) A person may not recycle covered electronic devices generated by covered entities unless the person: (1) has submitted to the department a completed registration form; and (2) otherwise complies with rules established by the board. (b) A registered recycler may conduct recycling activities that are consistent with this article. (c) A registration submitted under this section: (1) is effective upon receipt by the department; and (2) must be submitted for a program year not later than March 1 of the program year.
