Sec. 35. (a) The state seed commissioner shall pay all fees collected under this chapter to the treasurer of Purdue University. (b) The board of trustees of Purdue University shall expend the fees on proper vouchers filed with the treasurer of Purdue University. The treasurer shall pay vouchers for the following expenses: (1) The employment of inspectors and seed analysts. (2) Procuring samples. (3) Printing bulletins giving the results of inspection. (4) Any other expenses of the Purdue University agricultural programs authorized by law and for implementing this chapter. (c) Before November 1, 2026, and before November 1 of each year thereafter, the dean of agriculture of Purdue University shall make and submit an annual financial report to the: (1) governor; (2) legislative council; and (3) budget committee; in such form as the state board of accounts requires, showing the total receipts and expenditures of all fees received under this chapter for the most recently preceding state fiscal year. The budget committee shall review this report annually. (d) If the report under subsection (c) is not provided before November 1, 2026, or before November 1 of any year thereafter, as required, the fees allowed under this chapter shall expire December 31 in the year in which the November 1 deadline is not met. (e) Excess funds from the collection of fees under this chapter are subject to IC 15-16-2-36.
