Sec. 3. Organic fertilizer from a confined feeding operation used for purposes of producing an agricultural crop must be used by: (1) an individual who has a valid: (A) commercial applicator license; or (B) private applicator certification; or (2) an individual who: (A) is a trained employee; and (B) is operating under the supervision of a certified applicator.
