Sec. 4. A person who places or leaves refuse on the property of another person, with the intent to cause: (1) the owner or occupant of the property; (2) an invitee of the owner or occupant of the property; or (3) a family member or person closely associated with a person described in subdivision (1) or (2); to reasonably fear for their physical safety, commits malicious littering, a Class A misdemeanor.
