Home opens on today's brief— Billy's catch-up for this workspace. When overnight activity is worth narrating, you get a short markdown story of what moved. On quiet days (or before the daily job lands), Billy still shows a standing watch: Inbox triage waiting, hearings on tracked bills, and statute changes taking effect soon. Mark a catch-up brief as read to collapse the narrative; highlights stay. The full chronological ledger lives under Activity.

Suggestion triage lanes

On Find → Suggestions, Billy can pre-sort open matches into lanes such as track / watch / ignore, with a short rationale on each card. Use the lane chips to focus triage, then Accept or Dismiss as usual. Lanes are a starting point — your accept/dismiss still drives matching and learned weights.

Drafts queue

The sidebar Drafts page collects staged work product: auto change-summary drafts after a tracked bill’s summary lands, sponsor outreach, and talking points. Approve, edit, or dismiss each item. Manual presets from the Diff Viewer and outreach composer still open in the editable review panel — see Exports & drafts.

Next actions on a bill

On a matched or tracked bill overview, Nextis a thin strip: time-sensitive context when it exists (upcoming hearing, or a session deadline within 30 days), then one-tap drafts (talking points / outreach) labeled with your workspace position. Hearing outreach prefers the committee chair when directory memberships are synced; otherwise the primary sponsor. Drafts land in the Drafts queue. The strip hides on signed, vetoed, failed, and other terminal bills unless you already have drafts to review — and drafting endpoints refuse terminal bills so they don't burn AI quota.

Ask Billy (grounded chat)

Workspace and bill-scoped Ask Billy answers are checked against provision text. Citation chips deep-link into the Diff Viewer; cites Billy cannot locate in the bill are labeled unverified — the same quote-locate spirit as change summaries. Chat draws down the org’s interactive AI budget.

What spends whose budget

• You ask for it (chat, manual draft presets, action- chain outreach / talking-points buttons) → org monthly AI quota.
• Billy runs overnight (triage lanes, morning brief, draft-ahead) → platform agentic budget with daily caps; when exhausted, those jobs quietly defer rather than burn your seat quota.
